Promoting Ethics In Public Life
National Legal and Policy Center
The
National Legal and Policy Center was founded in late 1991 following
the release of the Senate Ethics Committee report whitewashing the
Keating Five. The report made reference to the Code of Ethics for
Government, authored by Sen. Paul Douglas (D-IL) who served from 1948 to
1964. A "Sense of Congress" resolution that passed on July 11, 1958
urged adherence to the Code by all government officials. NLPC was
founded to promote ethics, and to give the Code the visibility it
deserves. NLPC promotes ethics in public life through research, investigation, education and legal action.

A 501(c)(3) foundation, NLPC is headed by president *Peter Flaherty and chairman *Ken Boehm. Accomplishments: 1993-
NLPC successfully sued Hillary Rodham Clinton’s secret health care task
force. In their 2003 books, both Hillary and Sidney Blumenthal acknowledged NLPC’s role in sinking her plan. 1996- NLPC exposed then-FDA Commissioner
David Kessler for overbilling on his expense reimbursements. In his 2001 book, Kessler said NLPC “brought me as close to despair as I have ever been.” 1999-
NLPC broke a scandal involving the taxpayer-funded Legal Services
Corporation (LSC). 2003- NLPC exposed the
Boeing Tanker Deal Scandal, eventually sending two Boeing executives to
jail, and saving taxpayers at least $4 billion. 2004-
As a result of NLPC Complaints filed with the Federal Election
Commission (FEC), Al Sharpton was fined $5,500 and forced to return
$100,000 in presidential campaign matching funds. 2004- Two PACs associated with House Speaker Nancy Pelosi (D-CA) were fined $21,000 as a result of an NLPC Complaint to the FEC. 2005- The New York Stock Exchange ended its support for Jesse Jackson’s groups after NLPC protests. 2006-
NLPC exposed cozy financial dealings between Rep. Alan Mollohan (D-WV)
and recipients of his earmarks. Mollohan resigned as Chairman of the Ethics Committee. 2007- Senator Lisa Murkowski
(R-AK) sold back land to a developer a day after NLPC alleged in a
Complaint to the Senate Ethics Committee that the original sale was a
“sweetheart” deal. 2009- Al Sharpton was fined
$285,000 by the Federal Election Commission as a result of an NLPC
Complaint, for running an “off the books” presidential campaign. 2008
- present NLPC exposed House Ways and Means Chairman Charles Rangel’s
failure to report or disclose rental income from his beach house in the
Dominican Republic, cheating on his District of Columbia property taxes and leading a Caribbean
junket funded by Citigroup in violation of House
rules.
Current ProjectsGovernment Integrity Project
NLPC "blows the whistle" on government officials and interest groups
engaged in questionable activities. NLPC has filed formal Complaints
with a variety of authorities and regulators, including the Federal
Election Commission, the Internal Revenue Service (IRS) and
Congressional Ethics Committees. NLPC supports government integrity in two additional
ways: by promoting the First Amendment as the basis for campaign finance
reform, and by promoting use of the Freedom of Information Act (FOIA).
Corporate Integrity Project
NLPC seeks to promote integrity in corporate governance, including
honesty and fair play in relationships with shareholders, employees,
business partners and customers. In doing so, NLPC places special
emphasis on:
- Asserting that the social responsibility of the corporation is to
defend and advance the interests of the people who own the company, the
shareholders. True responsibility is fidelity to one's own mission, not
someone else's, or someone else's political agenda.
- Exposing the seeking of influence on public officials by
corporations, which is the inevitable result of high levels of
government spending and intervention in the marketplace.
- Combating practices that undermine the free enterprise system,
including philanthropic giving to groups hostile to a free economy.
Organized Labor Accountability Project
NLPC makes the case for the end of the use of compulsory union dues
for political purposes by exposing abuses by Organized Labor in its
political and organizing activities. Since 1997, NLPC has become a
high-profile and credible source for information on union corruption.
Every two weeks, NLPC distributes a newsletter entitled Union Corruption
Update by fax and email. The newsletter has been referenced in the New York Times, Chicago Tribune and National Journal.
Legal Services Accountability Project
NLPC makes the case for an end to taxpayer funding for the Legal
Services Corporation (LSC). We also make the case for the provision of
legal aid to the poor through private voluntary efforts. NLPC is
regarded as the nation's leading LSC critic. NLPC Chairman Ken Boehm,
former Counsel to the LSC board, is considered the leading expert on LSC
outside LSC itself. NLPC exposes and publicizes instances of abuse and
lawbreaking by LSC officials and grantees on a regular basis.
*Peter Flaherty co-founded the National Legal and Policy Center in 1991
and has served as President since that time. From 1984 to 1988, Mr.
Flaherty served as Chairman of the lobbying group Citizens for Reagan. Mr. Flaherty has been interviewed on over 1,000 radio and television
programs, including ABC's Nightline, the MacNeil/Lehrer NewsHour, CNN's
Crossfire, C-SPAN, Fox News Channel's The O'Reilly Factor and Hannity
& Colmes, and the news programs of the three broadcast networks. He is the author of many opinion articles which have appeared in
publications like USA Today, Washington Post, Los Angeles Times,
Baltimore Sun, Atlanta Constitution, Detroit News, Policy Review and
Human Events. Mr. Flaherty is co-author of a book entitled The First Lady: A
Comprehensive View of Hillary Rodham Clinton published in 1996.
Recognized as a Hillary expert, he provided instant analysis on MSNBC to
Hillary's 1998 NBC Today Show interview in which she alleged a "vast
right-wing conspiracy." In his 1994 book Worth It All, former House Speaker Jim Wright (D-TX)
lamented Mr. Flaherty's actions which helped force Wright's
resignation.*Ken Boehm co-founded the National Legal and Policy Center in 1991 and
now serves as full-time Chairman. Prior to 1994, Mr. Boehm served as
Counsel to the Board of Directors of the Legal Services Corporation, the
federal program which ostensively provides legal assistance to the
poor. Long active in both legal and conservative
organizations, Mr. Boehm’s professional background includes service as a
prosecutor, Administrative Assistant to Congressman Christopher Smith
(R-NJ), and as Chairman of Citizens for Reagan. His Washington
background includes service as Legislative Director of Howard Jarvis’
American Tax Reduction Movement as well as being treasurer of one of the
ten largest political action committees. In 1997, Boehm authored the Burton Amendment which
became law. It requires the Legal Services Corporation and its grantees
for the first time to disclose the identities of the parties they sue. In addition to his legal career, he spent five
years as an award winning radio talk show host on Philadelphia’s WWDB.
His broadcasting experience includes being a commentator on National
Public Radio and guest interviews on more than 500 radio and TV

The National Legal and Policy Center filed a formal complaint with the
House Committee on Standards of Official Conduct, commonly known as the
House Ethics Committee, yesterday alleging that Rep. Charles Rangel
appears to have violated the Code of Ethics for Government Service.

the fall of 2009, like many hard-working, responsible citizens, several
of our organizers had become weary of constant assaults on our
God-given rights and freedoms by our irresponsible and increasingly
arrogant government.
We
live in a town of 60,000 people. With a state funded university, one of
the most well respected liberal arts universities in the nation, and a
small Christian-based college in our town, we have no shortage of
liberal thinking in our county. Because our areas of influence are still
‘small,’ "we
knew we could affect local politics and make a difference just by being
involved. Most of us felt we could not continue to sit at home and let
America continue sliding downhill without mounting “the fight of our
lives.”
FCTP’s
vision is to promote constitutional government and fiscal
responsibility thus ensuring our children continue to enjoy life,
liberty and the pursuit of happiness.
Our strategic initiatives include:
- Membership – Grow to levels where our voice is heard
- Education – Equip members/public through many educational opportunities
- Communicate
to public – Ensure our members are able to clearly and concisely
communicate our core beliefs: freedom and liberty are self-evident right
granted by God, government role is to advance these rights while being
limited by the Constitution, limited government must be fiscally
responsible to protect blessings of liberty.
None
of our original leaders knew one other, even though we had all been
active on the Internet and writing letters, and a few of our leaders had
been pursuing specific problems with some local elected officials. Our
first meeting was just 8 people, but we quickly realized the pent-up
demand for a conservative voice in our community.
We’ve grown exponentially, moving our monthly forums from our public
library (holding about 80-90 people) to another public facility holding
over 170. In August 2010 we move to an auditorium holding 500 people. We are quickly growing our voice and influence in Faulkner County. (read more)

With
our mission of promoting constitutional government and fiscal
responsibility in mind, we first began attending every local City
Council, Quorum Court (county government) and School Board meeting in
our county. Our town, Conway -- like many --has experienced money
issues. Conway now has a contracted Finance Officer (one of our
organizers) who previously worked as a finance officer for a large
pharmaceutical company. His affiliation with our tea party is well
known. His experience helps many taxpayers feel more trust with city
government about local finances, and his guidance means that Conway will
go forward in a fiscally responsible manner.
Our
local school board is seeking a millage increase to build a very fancy
new school. We publicized our many financial concerns about this project
at a public forum we sponsored with the Superintendent. As with this
project, we are awakening people every day to financial excesses around
our city and county by investigating, writing, and reporting to our
members and writing letters to the local newspaper. In less than a
year our councils and school boards now know we will question them about
spending and ask for details so we can inform our members about
specifics. These groups had a habit of bringing up issues, discussing,
and approving funding all at one meeting under “emergency clauses.”
We’ve successfully broken them of that habit because our “boots on the
ground” group asks so many questions, calls and writes the officials,
posts on Facebook & Twitter, and writes letters to the editor to let
people know. We learned that “sunshine” can quickly bring about change!
For
years, our city and county have funded various needs for various local
charities, by vote of the city council and/or quorum court, without
“taxpayer permission.” As FCTP knows it is unconstitutional to tax
citizens and then spend taxpayer funds on specific charities personally
selected by the government, we are pushing through an
ordnance(written by one of our members) that allows “optional taxes,”
listed specifically, on annual tax bills so citizens can designate their
taxes to go to the charities they choose.
Our group includes
about 225+ members, as well as almost 500 “associates” who are Facebook
page members and/or Twitter followers. We host at least seven regularly
scheduled monthly events, and also set up special events with both
members and the public. Our monthly forums aim to inform and educate
by using local and well known conservative motivational speakers and
educators and videos. Our weekly lunches provide a place where
individuals can articulate concerns and ambitions and react to current
news events. We also use lunches to give more in-depth information about
specific issues of concern. Politicians and candidates are welcome to
attend and engage with our group. Lunches are open to the public and are
advertised as such.
Past
special events have included candidate forums, town hall meetings, and
our first ever Independence Day reading of the Declaration of
Independence.
FCTP also offers
an ongoing twice monthly education/study group on the Founders, the
Constitution, economics and public policy, and how to be effective
activists.
We believe in
giving back to the tea party community: Our leaders’ group spends
volunteer time across Arkansas helping other tea party groups define
their vision, get organized, and hold events. FCTP also sponsors
national events in Arkansas through American Majority, Americans for
Prosperity, and Tea Party Patriots. We also spearhead, with Arkansas Tea
Party Inc., constant cross-communication among various Arkansas tea
party leaders.
We
anticipate that by expanding membership, identifying conservative
candidates for office, and increased educational opportunities we’ll see
a long term benefit of increased conservative values as well as the
election of conservative public officials who govern constitutionally

Our non-partisan group recruits, educates, and engages people to
support individual freedoms, Constitutional government, fiscal
responsibility, and conservative principles and values. In addition
to our monthly public forum, we provide weekly lunches for patriot
networking as well as a monthly study group.
In less than 1 year, our watchdogs have made a significant difference
